West Burlington Discusses Glasgow Street Project

The West Burlington City Council discussed at length a proposed new subdivision on Glasgow Street during a Wednesday night meeting.

At issue was a request from a resident, Mark Levins, who wanted to purchase around 10 feet of space from one of the newly-drawn lots in order to expand his driveway. Levins says that, as it stands, it’s difficult to get out of his driveway or shovel snow without extra room. City Administrator Dan Giffords initially recommended that the Council deny Levins’ request, but councilman Rod Crowner spoke up.

“A lot of places in town have that problem, however, right now, we could make that better for someone and not…overly affect the selling of that lot,” said Crowner.

The council agreed to discuss the issue further after surveying on the lots are completed. The five new lots will be drawn out of the former City Street Shop, which the city closed.

Also discussed was a method of financing the infrastructure for the new subdivision, which includes new utility hookups and an expansion of Glasgow Street. The city opted not to classify one of the lots as Low to Moderate Income, which would have opened the project up to state LMI funds. Using Tax Increment Financing money only, Giffords says that the project will come in $25,000 short on cash, which can be remedied through an internal loan from another city account.
