ISP Officers Targeted by Investigation Claim Damaged Reputations

IOWA CITY, Iowa (AP) — An attorney for a high-ranking Iowa State Patrol official says the reputations of his client and two other veteran patrolmen were unfairly damaged by a misconduct investigation that ultimately exonerated them.

The Department of Public Safety announced in April that Maj. Mike Winter, Maj. Todd Misel and Lt. Richard Pierce were on leave, pending an investigation into the procurement of handguns for state officers.

In June, the department said further investigation found no violations of department policy and allowed the three back to work. Department officials have never said what they’d been accused of doing.

Documents show the department has refused to release that information to Doug Gross, an attorney representing Winter. Gross says he’s going to keep pushing for access to “find out what the heck precipitated this investigation.”
