Law Enforcement Appeal Denied: IPIB to Continue Working on Open Records Case

The battle over body camera footage from the officer-involved shooting of Autumn Steele will continue.

The Hawk Eye reports that the Iowa Public Information Board has rejected an appeal from the Burlington Police Department and Iowa Division of Criminal Investigation which called the case “frivolous,” and says that the agencies have released 8-pages of documents and 12-seconds of video footage relating to the 2015 shooting.

Administrative Law Judge Karen Doland ruled to uphold a previous denial of the agencies appeal, which was seeking a summary judgment. The case is now expected to move towards an evidentiary hearing.

The three-year battle between The Hawk Eye, Autumn Steel’s family, and law enforcement began when authorities said that investigative reports, dash and body camera videos, and 911 calls relating to the fatal shooting of Steele by BPD officer Jesse Hill were exempt from Iowa open records laws.

Steele was accidentally shot by Hill when he attempted to shoot her dog as it approached him and slipped on ice. Hill was responding to a domestic disturbance at the residence on January 6th of 2015.
