45-year-old Delbert Kellum of Keokuk was detained by Des Moines County Sheriff’s Deputies at Beaverdale Road and West Mt. Pleasant Street in West Burlington Monday evening. He was arrested on out of county warrants for Violation of Parole, Escape of a Felon, Forgery, and Prohibited Acts, as well as Driving While Barred. He was taken to Des Moines County Jail on a $12,000 bond.
