Matthew Thomas Miller, 27, of Keokuk, has been charged with second-degree murder following a months-long investigation into a fatal shooting last summer. Police say Miller initially claimed self-defense, but new evidence, including shell casings and witness statements, contradicts his account. Investigators allege Miller fired a single round from a second-story window, striking and killing 27-year-old Colby Deck. Forensic testing tied the casing found in a nearby rain gutter to the weapon Miller claimed to have used. The Keokuk Police Department says the charge follows extensive collaboration with state and local agencies, including DCI and the Lee County Sheriff’s Office.
