A Bolivian man detained by ICE will be released from the Muscatine County jail after a federal judge ordered the county release him after nearly a year.

The judge ruled in favor on the man’s asylum request.

36-year-old Jose Yugar-Cruz was a small business owner in Bolivia who fled, according to court filings, from his home country after refusing to participate in the drug trade by police officials who detained and tortured him.

The judge ruled he had a valid asylum claim.
