Facing a budget shortfall of around one-and-a-half million dollars the Keokuk City Council looked at proposed spending cuts during a three-hour special meeting over the weekend. City Manager Jim Ferneau says there isn’t an easy way to make up for that shortfall. Some of the cuts being discussed include to Main Street Keokuk, the library, and dozens of others. The city is also considering an increase in franchise fees.
