
An audit of the City of Middletown by Rob Sand found a list of issues involving how taxpayer money was handled during the 2025 fiscal year, which ended last June.
The audit found the city spent more than budgeted in public works, general government, and business-type functions without first amending its budget, as required by state law.
One of the most notable findings involved water billing, showing that customers were overcharged on their by about $2.62 per customer each month.
The report also found city employees were not required to submit timesheets, supervisor approval of hours worked was not consistently documented, and employee pay rates were not always recorded in council minutes.
Auditors also flagged a $200 donation to the Danville High School post prom committee as an improper use of public funds under the Iowa Constitution.
