Chickens will remain allowed in West Burlington for now after the West Burlington City Council failed to approve the third and final reading of a proposed ordinance during Wednesday’s meeting.

The Hawk Eye reports the ordinance failed on a 4-1 vote after lengthy discussion among council members and residents. The proposal would have limited chicken ownership to residents with at least two-acre lots or property zoned for agricultural use, a restriction that officials said would have effectively eliminated nearly all backyard chicken ownership within the city.

Council member Ringo Covert said he has spoken with 82 residents about the issue and found that only 16 opposed allowing chickens in city limits. He argued more public feedback should be collected before adopting an ordinance and said a broader survey of 200 to 300 residents would provide a better sample of community opinion.

Andy Crowner cast the lone vote in favor of approving the ordinance. He argued that Iowa classifies chickens as livestock and said they belong in agricultural areas. Crowner also said the council has debated the issue for more than a year and needs to reach a resolution.
