Fort Madison’s Planning and Zoning Commission reviewed plans for a 33-unit senior housing project at the former Lincoln Elementary School. Barker Financial’s proposal includes apartments within the existing building and new townhouses along Avenue F for residents 55 and older who meet income guidelines.

The project, which seeks assistance from tax increment financing (TIF), will retain the playground and basketball court as community amenities. City staff expressed support, further noting that traffic would be lighter than when the site was an active school.

Project representative Wes Holtkamp said developers could explore added security and fencing if needed. The commission recommended rezoning the property to allow for the development, with final approval now up to the City Council.
