A state-licensed care facility in Burlington that serves people with disabilities has been cited for routinely using residents’ money to pay for office furniture and facility supplies.

According to inspection reports from the Iowa Department of Inspections, Appeals and Licensing, the Walton Group Home failed to obtain written consent before using funds belonging to “an unknown number” of current and former residents. Investigators say the purchases were made over a period of about nine years to furnish the residential care facility.

State officials reported that as of December 2025, the residents had not been reimbursed for the money that was used.

The facility’s owner and operator, Imagine The Possibilities Inc., said the matter has not been referred for any criminal investigation. Theresa Magnussen, the organization’s regional executive director, confirmed no referral has been made to authorities.

The state agency fined the facility $500 in connection with the violations.
